The time is now for carbon taxes!

Or “green shifting” as the Liberals would have you say. As you may recall, I support the notion of a revenue neutral carbon tax. Carbon needs a price for the market to react and engage the notion of pollution in a way it currently does not. However, that does not mean that a carbon tax is a tax grab. If the new revenue from a carbon tax is offset by lower income taxes, then I really don’t see what everyone in BC is all screwballing over. Especially when it will only increase your average gas bill by $46 per year

In any case, the Liberals plan seems to look out for all potentially affected groups, at least from my perspective, in a way that Gordon Campbell’s plan doesn’t. And it’s showing. Despite Harper spouting off like an idea and saying a carbon tax would “screw all Canadians“, a new survey just goes to show that just because some guy is the leader of your country does not mean he represents a major portion of the population. 

A Canadian Press survey asked this to 1000 Canadians:

The Liberals are calling their policy A Green Shift. The main elements are putting a tax on carbon or greenhouse-gas emissions, and using the money raised by this tax to reduce income and other taxes, to provide financial support for those less well off and to invest in green technologies. The tax increases will be phased in over four years and will not apply to gasoline. Based on this description, would you say this is a policy you strongly support, support, oppose or strongly oppose.

And heck, it turns out 47% of those polled liked the idea. 39% were opposed. Regardless of how you read into these numbers, it just goes to show that Canadians still think the environment is a major issue in this country, clearly aren’t happy with how the Conservatives have handled the problems we are facing with climate change, and are able to actually grasp the concept of a revenue neutral carbon tax - more than can be said for Stephen Harper. 

Now it’s time for Harper to put his mouth where his beliefs are and face off with Dion in a serious debate about the idea of a carbon tax. Canada certainly deserves nothing less. 

And in other news, the scientist that first told the US Congress about global warming recommended America adopt a carbon tax!

“We have to level with the public that there has to be a price on carbon emissions,” Hansen said. “That is the only way we are going to begin to move toward a carbon free economy.”

Hansen said urgent action was needed to cut carbon dioxide emissions that are warming the globe and are already causing arctic ice to melt. He said world leaders had only one or two years to act before the Earth reaches a “tipping point” with major consequences to the global climate and species survival.

“We have reached an emergency situation,” Hansen said.

He said the government should not keep the proceeds from any carbon tax, but refund the money to taxpayers to help them pay for more fuel efficient technology.

Update: It will be available on Fido as well. Prices will start at $199 CAN on three year contracts. The important info now is how they will be sold (through Rogers stores, Apple stores, online?) and the ultimate monthly plan costs (in the States, the cheapest voice+data plan will be $70 US).

Canadian Companies leading global campaign to limit the net

Dylan Pattyn, who is currently writing an article for Time Magazine on the issue, has official confirmation from sources within Bell Canada and is interviewing a marketing representative from TELUS who confirms the story and states that TELUS has already started blocking all websites that aren’t in the subscription package for mobile Internet access. They could not confirm whether it would happen in 2012 because both stated it may actually happen sooner (as early as 2010). Interviews with these sources, more confirmation from other sources and more in-depth information on the issue is set to be published in Time Magazine soon.

I was under the impression that net neutrality had been taken care of after legislation in the States rejected the major American ISPs plans to shift their business model similar to that of TV. In doing so, ISPs would basically have total control over what sites or services you access on “their” Internet. 

However, here comes news that that win for net neutrality was nothing more than a tiny success in a much larger worldwide battle. It sounds a little out there, but it’s not hard to believe that the major ISPs across the world are planning to collectively restrict the Internet, as we know it, by 2012. What’s absolutely disgusting though is hearing that it’s not Verizon, AT&T, or Comcast leading this transition - it’s Telus and Bell! Of course, Canada already has some of the world’s worst traffic shaping done by Rogers, Bell, and Shaw, so it’s not all that surprising that they want more control over the traffic that’s running through the tubes. And with the Conservatives in power, I seriously doubt that the government will step in and do anything. 

I do believe though that the Internet has been so successful precisely because it is a Wild west - content access or control is regulated by collective consciousness of all users worldwide. We the people will not take lightly to any efforts to restrict the web.

Interurban Timetable

I was at the Surrey Archives today, and while going through a *ton* of documents, I came across an old timetable from the BC Electric Railway’s Interurban Line. Here’s a quick rundown of what I found from the 1924 timetable:

  • Service ran three times a day in both directions, for a total of six runs both east and westbound, all the way from Chilliwack to New West and back again. There was additional runs leaving from Jardine (in Langley), and from Cloverdale (in Surrey).
  • Times were spaced out throughout the day, rather than the rush hour commuter service the West Coast Express provides.
  • Westbound from Chilliwack to New West: 8:05A, 1:40P, 6:20P
  • Eastbound from New West to Chilliwack: 12:15P, 5:50P, 9:00P
  • From New West, it took:
    • 24 mins to Newton
    • 40 mins to Cloverdale
    • 53 mins to Langley City
    • 1 hour and 40 mins to Abbotsford
    • 2 hours and 40 mins to Chilliwack

Nathan Pachal, former writer of the VALTAC blog, started up his own site today. I found some more recent timetable information on his Document Archive. This rundown covers Interurban service in 1950, just before it was shut down:

  • Service ran three times a day in both directions, for a total of sux runs both east and westbound all the way from Chilliwack to Vancouver and back again. Service was express from Vancouver to New West - local service on this stretch was provided by the Central Park Line (the equivalent of the Expo Line SkyTrain).
  • Westbound from Chilliwack to Vancouver: 8:00A, 1:30P, 6:10P
  • Eastbound from Vancouver to Chilliwack: 8:25A, 1:20P, 5:30P
  • There was special early runs on Fridays, and late night runs on Saturdays (i.e. leave Vancouver at 11:33P, leave Langley at 1:50A)
  • From Vancouver, it took:
    • 45 mins to New West
    • 1 hour and 9 mins to Newton
    • 1 hour and 25 mins to Cloverdale
    • 1 hour and 38 mins to Langley City
    • 2 hours and 25 mins to Abbotsford
    • 3 hours and 25 mins to Chilliwack

I personally find it fascinating that we were able to run a regional rail service, throughout the day, back in the 20’s, compared to our terrible lack of service today. I suppose that’s what happens when your rip up a transportation network - it takes a while to rebuild.

I can hardly imagine how much of a boon restoring service on the Interurban would be, even just for my transportation needs. My main places of travel are Cloverdale, Newton, Whalley, Fleetwood, Langley, Burnaby, and Vancouver - and the Interurban would serve five, possibly six, of them! That’s nearly everywhere I go.

That said, it doesn’t really help the denser areas in North Surrey. However, it would be huge to communities east in the Valley! I can’t even imagine how convenient and enjoyable a rail ride would be, going from Cloverdale to Langley in 13 mins, Cloverdale to Newton in 16 mins. Having a direction connection from downtown Vancouver to Surrey, without all the stops that the SkyTrain necessitates, would be AMAZING!

Please. Bring back the Interurban. I’ll do anything. Just give me my rail service!

Rail in Canada blows

Oddly enough, there’s been two articles from the major media recently that are clamouring for improved rail in Canada. This topic is something I actually experienced recently during a trip to Regina.

As everyone knows, rail in Europe is essentially “the” way to get around. Unfortunately, while Europe and parts of Asia were investing in rail, North America put all it’s money into highways. It’s this “road first” mentality that has destroyed John A. MacDonald’s dream of a coast to coast railway for Canada.

Throughout the past 5 decades, the government has refused to properly fund passenger rail, and has handed over complete control of the rail system to private corporations.

To put it into today’s perspective, during my recent trip to Regina, I examined the three ways to get there without a car: Greyhound, Via Rail, and WestJet. Now, as most know, flying in Canada is almost as expensive as our cellular data plans! Course, many will pay the premium to skip the long travel time that a train or bus presents.

Now, due to funding cuts, Via no longer even runs trains through Regina - closest I could get was Saskatoon. This routing has also eliminated any national rail connections through Calgary. All rail from Vancouver is looped north through Jasper and Edmonton, to Saskatoon and Winnipeg, and finally to Toronto.

Beyond that “small” annoyance, the cost comparison of rail to a coach service like Greyhound is unbelievable. For example, it was almost $600 one way for me to get to Saskatoon from Vancouver, whereas a return trip via Greyhound could be obtained for only $400. Not to mention the rail trip took longer!

Same scenario for rail south to Seattle or Portland - two wonderful day trips that could easily be a wonderful experience via rail transport. Unfortunately, the provincial government refuses to cooperate with Amtrak and the federal government of the States, which are trying rather futilely to upgrade the “Cascadian” route to handle high speed rail. BC has chosen to implement the cheapest of the proposed upgrades - a couple of rail passes. Like that will speed things up much!

It’s all a very disappointing state of affairs. With three major corridors ripe for high speed rail, governments across Canada are neglecting our rail system at a time when considerable investment is needed. With the advent of both climate change and peak oil, not only are citizens going to look for rail as a “green” form of transport, corporations are going to shift from trucking to rail for continental shipping.

And we’re still stuck with a 100+ year old rail bridge in New Westminster causing numerous backups and limiting expansion and growth of our rail system - with no plan or funding in place to replace it!

What in the hell is going on here?

It’s a Green Budget for ‘08!

Just as the media has been speculating for months, Carole Taylor has introduced a revenue neutral carbon tax for BC. We are the second province in Canada, following Quebec, to introduce the tax as an method of curbing climate change.

Here’s the deets:

Carbon Tax

A carbon tax will be introduced on all fossil fuels starting July 1st. It will increase over time. The rate begins at $10 per tonne of carbon emissions. It will generate $1.85 billion over three years.

For example, the cost works out to be 2.41 cents per litre of gas, and 2.2 cents per litre of diesel.

Legislation will be developed requiring the government to show how the carbon tax funds are being used to fight climate change.

Revenue Neutrality

Every BC resident will receive a $100 dividend in June aimed at helping them to adopt greener lifestyles before the carbon tax is introduced.

Low income households will receive a new Climate Action Credit quarterly, amounting to $100 per adult and $30 per child.

Furthermore, the bottom two personal income tax rates, the general corporate income tax rate, and the small business tax rate will all be reduced to offset the carbon tax revenues.

General Spending

  • Health care spending is up $2.9 billion over three years
  • K-12 education spending is up $144 million over three years
  • $104 million over four years will go towards reducing homelessness
  • $78 million over four years will go towards keeping emergency shelters open 24 hours

Surplus?

The forecasted surplus for this year is $50 million, a far cry from last year’s $2 billion.

Help the CBC get into FM

CBC RadioOne has been trying to shift to the FM dial for over 10 years now, and the opportunity has finally come up. But, to make it a reality, the CRTC requires over 300 handwritten support letters. With this in mind, the CBC is asking for your help to send in a message within the next two weeks before comments deadline on January 23rd. Final decision occurs on February 26th.CBC RadioOne brings us several great radio programs including the ever-popular Early Edition, On the Coast, and of course Quirks and Quarks. Surprisingly enough, Vancouver is the only city in the country where RadioOne is not available on FM.FM provides users with way better reception and audio quality. FM also has a far larger userbase than AM (and has for a *long* time now).So come on, help out the only news service with any journalistic integrity these days in Canada. Here’s how:

Lady cries “Too much Christmas” and pulls kid from school

Talk about a freakin’ attention seeker and drama queen. I mean, why else would her story make provincial news in the first place. After reading her case on The Province, it seems to me that this woman does not understand that Christmas can be both a secular and a religious ceremony.

In fact, as has been studied many times, Christmas originated not as a celebration of Christ’s birth but as nothing more than a Winter Solstice.

The Christmas *most* people celebrate these days has to do with decorated trees, snow, lights, presents, and Santa Claus.

There is a huge difference between that Christmas cheer, and the religious ceremonies that proceed this time of year that go by the same name.

In her tale, she not once even mentioned a Bible or a Jesus ceremony, and yet she wants the school to bring in a rabbi to light a Hannukah candle.

Frankly, schools have a tough time handling so many of society problems, it doesn’t help when some righteous mother comes about and makes a fuss about secular Christmas being celebrated in schools. Schools, at least from my experience, do a lot to accomodate all forms of winter holiday celebrations, but the fact remains that Canada celebrates modern day secular Christmas, so get used to it.

I wonder if the boy made such a huge deal about himself that he wanted to leave all his friends and never come back to school again.

Linkfest: Tech adopters!

  • Google has announced it’s “fastest growing search terms for 2007″ list. Topping it was the iPhone, TMZ, Transformers, and Heroes. All the geeks on TechCrunch, however, were completely at a loss on what Webkinz and Club Penguin are (I know cause I have a younger brother!). Just goes to show how important it is to branch out of your mother’s basement… I mean, your comfort zone ;)
  • The Toronto Public Library has expanded it’s free wifi to 19 branches of it’s 99 total. Meanwhile, the Vancouver Public Library has wireless in all 21 of it’s branches. You don’t even know how convenient it actually is till you come out to Surrey with your laptop and realize that the closest hotspot is at the Starbucks. You know, the one ten blocks away near the highway with the drive-thru.
  • Tricky citizens have been trying to make a quick buck by selling that hot Vancouver 2010 mascot merchandise on eBay (much to the distaste of VANOC). But rather than trying to limit the market, the Olympic Organizing Committee has embraced the web and launched an online store. That means no more wait lists for my Quatchi plush at The Bay!
